It is too late for that, the same as in Venezuela will happen in Turkey in my opinion. While the value of the Lira will go down, people will put their money into cryptocurrencies, nobody can stop you from sending f.e. BCH from your wallet to another ones when both parties agree on that; bad luck for the government.
