Well, I suppose that fence had more than one reason to be there... to stop grave robbers? to stop ghosts leaving the site?
Because so many people were dying to get in that the town was becoming a ghost town... ?

Among the great answers @ph1102 gave (which I agree with), the fencing also defines the space for the dead. It was believed they deserved to have a space of their own so this is a symbolic reason why this was done, in addition to the practical ones.
