It seems for this, if the top incentive gives us a price of 98¢ in the market maybe the hard fork contract should create Hive Dollars for $1.02 worth of Hive, in order to get the market to $1.00. The witnesses operate with out a feed for Hive Dollars. They only provide a feed for Hive as is priced in U.S. dollars. However, they wont need to with such a change. If Hive is trading for 50¢, then $1.02 worth of Hive would be calculated as 2.04 Hive and then that would be converted to 1 HBD, which today could be sold for much more than 2.04 Hive.

Maybe some sort of Hive governance contract should be proposed that uses stable coins and other similar relationships as "reserve currency/balance coin/stablecoins" or some such similar to what @leprechaun is talking about. It would taker bigger brains than I to figure this out.
