As of this morning, Hive-Backed dollars are worth about 3 Hive. This is a good time to trade HBD for Hive Power. Got 5 HBD? Trade and you can increase your hive power by 15. More power means more rewards for everything you do on the blockchain.

Well, you can also wait for the better price for buying HIVE, if you want to get more... But, as you said, if you exchange it for Hive, you will get benefits of HivePower right away! :)
