The Hive blockchain is already a network state. At least technically. And even socially at some level. But the ratio of the content creators and the content consumers has to improved a lot on the Hive blockchain to really be a network state.
Currently the around 95% of the users are content creators and around the 5% of the users are content consumers. Hive really needs much more content consumers. Probably a better marketing is needed for this. I see people, who advertise the Hive blockchain with the "post, vote, earn" slogan, which is wrong. This marketing will not really attract content consumers.

I think that censorship resistance and owning content is probably way to advertise it. I'm cycling through various "pitchers" on Twitter to see what resonates the most.
