My suggestion is what if those who don't participate in voting of contents will be removed? Their contents keep on receiving votes and yet they don't or seldom participates because they don't want their HP and/or RC to diminish... Some kind of becoming parasites so to speak.
Even if Hive's blockchain is decentralized at the core, the dApps built on top may not fully embody those principles if they block users or employ censorship.
The line between necessary governance to prevent abuse and over-control that stifles freedom is very fine.

Decentralization is a spectrum not black or white but we also need to improve ourselves as individuals.
Since even a stakeweighted Community is only as good as its stakeholders.
