I'd switch Vruz with Arkemis. Although, in my opinion, 2, 3 and 4 are close in power level, they just differ in the types of games/strategies they are used.

These rankings are right on point. Maybe I use Arkemis more often than Oshuur since it is neutral and powerful, high-mana for rare-only rulesets. Oshuur has more support abilities than Arkemis, but I think its uses are more narrow since you need to have a good resurrect target already. I might swap those two but 5 seems right.
